天津调整“排污费” 实行差别收费

　　7月1日起，天津将调整二氧化硫等4种污染物排污费征收标准，排污费征收标准平均由每公斤0.83元调整为7.82元，一下子提高了9.5倍，同时实行阶梯式差别收费。

　　To deal with worsening smog, Tianjin will raise pollution discharge fees drastically starting July 1. Under a new policy, discharge fees for four major water and air pollutants — sulfur dioxide (SO2)， nitrogen oxide, chemical oxygen demand (COD) and ammonia nitrogen — will be increased on a seven-level sliding scale based on the amount of pollution discharged。

　　为了治理日益恶化的雾霾，天津将从7月1日起提高排污费的征收标准。

　　“排污费”的英文表达就是pollution discharge fees，天津不仅要提高排污费，还将实行阶梯式差别收费。面临污染企业的是upgrade production facilities(升级生产设施)或shut down heavily polluting sectors(关闭污染严重的部门)。

同时，为了防止污染企业从天津转向河北，还将需要京津冀的合作，建立unified pollution discharge standards(统一的排污标准)。
