　　民航总局要求，明年起，国内十大机场飞北京的航班机长要求具备二类盲降资格，“能在雾霾中起降”。

　　Starting on Jan 1, pilots of flights from the top 10 busiest airports to Beijing Capital International Airport must be qualified to land using an instrument-landing system on hazy days with visibility of around 400 meters, according to the Civil Aviation Administration of China。

　　民航总局要求，从明年1月1日起，国内十大机场飞往北京首都国际机场的航班机长必须具备在能见度约400米的雾天利用仪表降落系统着陆的资质。

　　Instrument-landing system(仪表降落系统)俗称“盲降”，该系统能在低天气标准(unfavorable weather condition)或飞行员看不到任何目视参考(visual reference)的天气下，引导飞机进近着陆，所以人们就把仪表着陆系统称为盲降。

　　民航总局表示，该要求并非针对雾霾(smog and haze)，而是运用新技术，提高在低能见度的恶劣天气下航班正点率(the flights' on-time performance)的措施之一。
